Upshur County grand jury indicts 23 in January 2020 term

BUCKHANNON – A Buckhannon woman who was arrested for embezzling approximately $16,600 from the Upshur County Special Olympics was indicted Monday by an Upshur County grand jury.

Charliena Jane Helmick Gilmore, 44, was indicted on one count of embezzlement, one count of falsifying accounts and one count of conspiracy, all felonies, according to a press report from Upshur County Prosecuting Attorney Bryan Hinkle’s office.

Police said Gilmore allegedly took money over a roughly three-year period between December 2015 and February 2019 while she was serving as director of Upshur County Special Olympics, according to a previous story.

Two individuals were indicted on arson charges, including former fire chief of the Ellamore Volunteer Fire Department, Jamie Pugh. Pugh, 42, of Buckhannon, was indicted on one count of first-degree arson. He had been arrested for an incident that allegedly occurred March 30, 2019, according to a previous story, and is on voluntary leave from the fire department.

In an unrelated case, Daniel Scott Grogg, 25, of Buckhannon, was indicted on one count of first-degree arson, a felony. Grogg had been arrested for structure fire that broke out on the Spruce Fork Road Aug. 30, 2019, according to a previous story.

In total, the Upshur County grand jury handed up 23 indictments during the January 2020 term. According to the press report from the prosecuting attorney’s office, the following indictments were returned:

Cassandra Dawn Kelley, 31, of Buckhannon, was indicted on one count of shoplifting, third or subsequent offense, a felony.

Amber Ann Keener, 30, of Buckhannon, was indicted on one count of driving while license revoked for driving under the influence, third or subsequent offense, a felony.

Jonathan William Dean, 31, of Buckhannon was indicted on one count of burglary, a felony, and one count of fraudulent use of an access device, a felony.

Skywaterblue Keys, 43, of Buckhannon, was indicted on two counts of shoplifting, third or subsequent offense, a felony.

April Elaine Linger, 28, of Buckhannon, was indicted on one count of burglary, a felony, and one count of petit larceny, a misdemeanor.

Ervin William Hinkle, 35, of Kanawha Head, was indicted on one count of fleeing in a vehicle with reckless indifference to the safety of others, a felony.

Zachary Wilson Patterson, 24, of Buckhannon, was indicted on three counts of fraudulent use of an access device.

Garrett Wade Riley, 26, of Buckhannon, was indicted on one count of possession of a controlled substance with intent to deliver, methamphetamine, a felony.

Allison Christine Fultz, 31, of Buckhannon, was indicted on one count of burglary, a felony; one count of attempted strangulation, a felony; one count of battery, a misdemeanor; and two counts of destruction of property, a misdemeanor.

Kendall Slade Tenney, 25, of Buckhannon, was indicted on two counts of burglary, a felony; one count of forgery, a felony; one count of uttering, a felony; and two counts of petit larceny, a misdemeanor.

Ryan Neil Coberly, 28, of Coalton, was indicted on one count of escape from custody, a felony; one county of prohibited person in possession of a concealed firearm, a felony; one count of prohibited person in possession of a firearm, a misdemeanor; and one count of possession of a controlled substance, marijuana, a misdemeanor.

Leslie Ann Ramsey, 35, of Gassaway, was indicted on one count of failure to appear, a felony.

Michael Albert Gagnon, 66, of Buckhannon, was indicted on one count of failure to provide notice of a change in sex offender registration information, life registrant.

Terry Lynn Ketterman, 60, of Buckhannon, was indicted on two counts of failure to provide notice of a change in sex offender registration information, life registrant.

Boyd Lee Marteney, 66, of Buckhannon, was indicted on one count of failure to register as a sex offender, a felony, and one count of sexual abuse in the first degree.

Thomas Lee Underwood, 36, of Buckhannon, was indicted on one count of burglary, a felony; one count of domestic assault, a misdemeanor; one count of brandishing a deadly weapon, a misdemeanor; and one count of violation of a protective order, a misdemeanor.

Justin Phipps, 33, of Buckhannon, was indicted on one count of strangulation, a felony, and one count of domestic battery, a misdemeanor.

Dale Wayne DeBarr, 45, of Buckhannon, was indicted on one count of failure to provide notice of change in sex offender registration, life registrant, a felony.

Tivis Lee Wallen, 47, of Buckhannon, was indicted on two counts of failure to provide notice of a change in sex offender registration information, life registrant, a felony.

Jeffrey Andrew Saltis, 26, of Buckhannon, was indicted on two counts of breaking-and-entering, a felony; one count of grand larceny, a felony; one count of petit larceny, a misdemeanor; and two counts of conspiracy, a felony.
