Governor Patrick Morrisey recently announced the West Virginia Infrastructure and Jobs Development Council (IJDC) has awarded $3.4 million in funds for five water and sewer projects across Kanawha, Marion, and Richie counties. Another $1.56 million grant comes from the West Virginia Department of Environmental Protection’s (WVDEP) Drinking Water State Revolving Fund.
The $4.96 million in grants, plus a low-interest loan of $9.2 million from the IJDC, are part of $21.5 million of new water and sewer infrastructure projects announced by Governor Morrisey.
“We are continuing to invest in West Virginia, our communities and our people,” said Governor Morrisey. “These water and sewer infrastructure projects will improve lives today while laying the groundwork for tomorrow’s economic growth.”
The approved projects include:
Town of Cairo: Ritchie County
The Town of Cairo received an IJDC grant of $1,000,000 to replace an 8-inch river crossing line and perform other system improvements affecting 157 customers. These funds, along with funds from the Army Corps of Engineers, Ritchie County ARPA funds and a Congressional Directed Spending match, bring the total project cost to $4,215,000.
Elk Valley Public Service District: Kanawha County
Elk Valley PSD has been awarded a $500,000 IJDC grant to modify chlorine contact tanks to accommodate alternative means of disinfection in their sewer system. The primary project area is in the Elkview area of Kanawha County and will affect 4,500 customers. These funds, along with funds from the Clean Water State Revolving Fund (CWSRF), and the Elk Valley PSD provide the $1,157,500 needed for this project.
Greater Paw Paw Public Service District: Marion County
The Greater Paw Paw Public Service District received an IJDC grant of $500,000 to repair seven main pump stations in their sewer system. The primary project area is Baxter in Marion County. This system improvement will impact 157 customers. These funds, along with funds from CWSRF, provide the $1,000,000 needed for this project.
Kanawha County RDA: Kanawha County
The Kanawha County RDA received an IJDC grant of $1,000,000 and low-interest loan of $9,209,240 to extend water service in the Olcott area of Kanawha County to 110 new customers. IJDC’s funds, along with funds from the Kanawha County Commission, Kanawha County RDA and a private utility partner, provide the $11,439,000 needed for this project.
City of Marmet: Kanawha County
The City of Marmet received an IJDC Critical Needs grant of $400,000 to address a stream embankment failure at the Marmet Wastewater Treatment Plant. These funds, along with funds from the Marmet Sanitary Board, bring the total project cost to $440,000.
Anmoore: Harrison County
– Annmoore will receive $1.34 million from the WVDEP’s Drinking Water State Revolving Fund to replace failing lines, install 24 new fire hydrants, and upgrade water meters to modern radio-read units. The project will ensure safer, more reliable water service for homes and businesses while improving fire protection. This $3.56 million project will affect more than 475 people.
