Mountain Region Drug and Violent Crime Task Force arrests seven on felony drug charges in Upshur County

The Mountain Region Drug and Violent Crime Task Force, assisted by local law enforcement, arrested seven Buckhannon residents on felony drug charges, including methamphetamine and fentanyl distribution, with further arrests anticipated.

On Thursday, May 8, 2025, the Mountain Region Drug and Violent Crime Task Force performed a felony Drug Offender arrest operation in Upshur County, with the Upshur County Sheriff’s Office, Buckhannon Police Department and State Police assisting.

The following people were charged with the following felony offenses:

  • Kiley Ann Pason of Buckhannon was charged with delivery of a controlled substance, methamphetamine, and delivery of a controlled substance within 1000 feet of a school.
  • Katelynn Marie Wine of Buckhannon was charged with conspiracy to deliver a controlled substance, methamphetamine.
  • Kelly Dawn Harvey of Buckhannon was charged with delivery of a controlled substance, fentanyl; possession with intent to deliver fentanyl; conspiracy to deliver fentanyl; and delivery of a controlled substance within 1,000 feet of a school.
  • Joshua Dale Cutright of Buckhannon was charged with conspiracy to deliver a controlled substance, methamphetamine, and delivery of a controlled substance within 1,000 feet of a school.
  • John Gary Oldaker of Buckhannon was charged with possession with intent to deliver methamphetamine.
  • Robert James Arbogast of Buckhannon was charged with delivery of a controlled substance, methamphetamine, and delivery of a controlled substance within 1,000 feet of a school.

More arrests are pending due to individuals who were unable to be located.

All persons are presumed innocent until proven guilty.

The Mountain Region Drug and Violent Crime Task Force is comprised of members of the Upshur County Sheriff’s Office, Buckhannon Police Department, Randolph County Sheriff’s Office, Lewis County Sheriff’s Office, Elkins Police Department and West Virginia State Police.
