Two Upshur County residents federally indicted on drug charges

Two Upshur County residents have been federally indicted on drug charges, according to a press release from the Mountain Region Drug and Violent Crime Task Force.

Task force officers presented the following cases for indictment on Tuesday, December 16, 2025, at the Randolph County Federal Building:

Amy Donella Fultz-Riggs was federally indicted on three counts of delivery of a controlled substance (methamphetamine) and one count of possession with intent to deliver methamphetamine.

Jessica Mae Kiser was federally indicted on three counts of delivery of a controlled substance (methamphetamine).

All persons are presumed innocent until proven guilty.

The Mountain Region Drug and Violent Crime Task Force is comprised of members of the Upshur County Sheriff’s Office, Buckhannon Police Department, Randolph County Sheriff’s Office, Lewis County Sheriff’s Office, Barbour County Sheriff’s Office, Elkins Police Department and West Virginia State Police.
