Davis H. Elliot Construction Company lands $923k contract for lighting project at DOH in Buckhannon

The West Virginia Division of Highways (WVDOH) has awarded contracts for 11 bridge replacement and rehabilitation projects and nine paving projects as part of a continued focus on improving the state’s transportation infrastructure.

The contracts were awarded after a bid letting conducted by the WVDOH on October 8, 2024.

Contracts awarded include:

  • SQP Construction Group Inc. won an ADA ramp project in District 8 with a bid of $1,161,696. This includes Pendleton, Pocahontas, Randolph, and Tucker counties.
  • West Virginia Paving Inc. secured a paving project on WV 97 from Hanover to Baileysville with a bid of $1,040,298.65 in Wyoming County.
  • West Virginia Paving Inc. also won a project on WV 92 from Minnehaha Springs to Sunset Road with a bid of $777,169.02 in Pocahontas County.
  • Another project awarded to West Virginia Paving Inc. is on US 250 from the Little River Bridge to Thornwood, with a bid of $413,236.28 in Pocahontas County.
  • West Virginia Paving Inc. also won a project on WV 32 from Canaan Heights to Davis with a bid of $466,277.99 in Tucker County.
  • Triton Construction Inc. secured a project to build the Roaring Run Bridge on Corridor H with a bid of $77,537,460 in Randolph County.
  • West Virginia Paving Inc. won a paving project on US 250 from Riffle Creek Road to Huttonsville, bidding $470,331.89 in Randolph County.
  • Meadows Stone & Paving Inc. was awarded a project on US 219 from Scenic Highway to Lake Reed Road with a bid of $647,575.20 in Pocahontas County.
  • Strawser Construction Inc. secured a paving project on Interstate 79 from Amma to the Big Sandy Creek overpass with a bid of $1,355,657.21 in Roane County.
  • Triton Construction Inc. won a bridge rehabilitation project on the Interstate 79 Clendenin interchange bridges with a bid of $4,940,000 in Kanawha County.
  • Strawser Construction Inc. was also awarded a paving project on US 52, John Nash Boulevard with a bid of $1,624,763.21 in Mercer County.
  • Rock Forge Bridge Company LLC secured a bridge rehabilitation project on the PFC Tracy Rohrbaugh Memorial Bridge with a bid of $1,451,328.41 in Grant County.
  • Davis H. Elliot Construction Company Inc. won a project to install lighting at the WVDOH Equipment Division in Buckhannon, bidding $923,131.20 in Upshur County.
  • Rock Forge Bridge Company Inc. was the low bidder on a project to replace the Onego Bridge with a bid of $2,222,360.33 in Pendleton County.
  • R.K. Construction Inc. won a renovation project on the Church Street Bridge with a bid of $213,695.54 in Braxton County.
  • Pritchard Signal & Light Company secured a project to install a traffic signal at US 250 and Bridge Street with a bid of $448,118.68 in Barbour County.
  • Davis H. Elliot Construction Company Inc. won a lighting project at the Interstate 64 Shady Spring Interchange with a bid of $7,019,440 in Raleigh County.
  • Saffo Contractors Inc. was awarded a project on the Interstate 64 Blue Sulphur Overpass Bridge with a bid of $849,459.74 in Cabell County for expansion joint work, cleaning, and painting.
  • Triton Construction Inc. won a rehabilitation project on the Interstate 64 Academy Drive Overpass Bridge with a bid of $5,079,000 in Kanawha County.
  • PDK Construction Inc. secured a project for replacing guardrails on WV 2 with a bid of $468,742.80 in Tyler County.
  • Rock Forge Bridge Company LLC won a paving project on the Toney Fork Bridge with a bid of $665,784.18 in Wyoming County.
  • Rock Forge Bridge Company LLC also secured a paving project on the Ashland Timber Bridge with a bid of $1,206,187.80 in McDowell County.
  • Triton Construction Inc. was awarded a rehabilitation project on the US 19 Corridor L Bridge Number 2 with a bid of $5,764,700 in Raleigh County.
  • Elite Contractors Inc. won a cleaning and painting project on the US 60 Sam Black Bridge with a bid of $877,175 in Greenbrier County.
  • Klicos Painting Company Inc. secured a cleaning and painting project on the US 60 Johnson Bridge with a bid of $514,870 in Greenbrier County.
  • R.K. Construction Inc. was awarded a paving project on the Workman Creek Bridge with a bid of $661,349.41 in Raleigh County.

Several factors are taken into account before awarding a bid, including whether a bid is above or below the WVDOH Engineer’s Estimate, and by what percentage. If a bid exceeds the Engineer’s Estimate, the WVDOH considers the project necessity, consequences of not awarding the project, additional funding sources, and whether sufficient reasons exist for differences in estimates. Most projects are reviewed and awarded within a week of the bid letting, though the process can occasionally take longer.

When the Division of Highways determines a project is best handled by a contractor, it is processed through the bid letting system. A letting provides an opportunity for contractors to review and bid on multiple construction projects at once. Lettings occur either once or twice monthly and are conducted through the Bid Express System at www.bidx.com, managed by the Contract Administration Division. Contractors must subscribe to Bid Express to submit bids.
