BUCKHANNON – A Harrison County woman was arrested Tuesday for allegedly possessing methamphetamine after police responded to a call for an unresponsive person in the Lowe’s parking lot in Buckhannon.
Rose Skinner, 52, of Gypsy, W.Va., was arrested for possession with intent to deliver a controlled substance, methamphetamine, a felony.
According to the criminal complaint in the Upshur County Magistrate Clerk’s Office filed by Buckhannon Police Officer Sgt. Marshall O’Connor, on Nov. 14, 2023, police officers responded to Lowe’s after receiving a 911 call regarding an unresponsive person, later identified as Skinner, in a vehicle in the Lowe’s parking lot.
Upon arriving, Skinner was speaking but was still out of it and not making any sense, according to the report. After asking Skinner for identification, Sgt. Mark Stewart with the BPD discovered she had an active warrant out of Harrison County.
At this time, Stewart also observed a blue-and-gray torch between her legs and saw a large amount of cash and an open black clutch with a silver container commonly known to contain controlled substances inside her opened purse.
According to the report, after Skinner exited the vehicle, she elected to go to St. Joseph’s Hospital for medical evaluation. A probable cause search was then conducted, which allegedly led to the discovery of 2.89 grams of methamphetamine, three different controlled types of pills, none of which Skinner had valid prescriptions for and about $1,000 in cash.
Upshur County Magistrate Mark Stewart set bail at $75,000 cash or surety.
The potential penalty for a conviction of possession with intent to deliver methamphetamine is confinement in a state penitentiary for not less than one year nor more than 15 years, a fine of up to $25,000 or both.
