Upshur County Commission honors 911 telecommunicators with official proclamation

Terry Lee Higgins, 78, of Buckhannon, WV, died on August 21, 2026, at WV Caring Hospice Center in Elkins. He was a coal mine electrician, heavy equipment operator, horse enthusiast, and devoted family man.
