Rock Cave woman arrested for fleeing to avoid arrest on felony charge

BUCKHANNON – An Upshur County woman was arrested Saturday for fleeing after allegedly running from sheriff’s deputies to avoid arrest for felony conspiracy.

Julia Canter, 30, of Rock Cave, was arrested Saturday, Dec. 18 for fleeing from an officer on foot, a misdemeanor.

According to the criminal complaint in the Upshur County Magistrate Clerk’s Office filed by investigating officer chief deputy Michael Coffman with the Upshur County Sheriff’s department, on Dec. 18, Coffman and assisting officer deputy Cole Bender were making an arrest on Canter on a capias. Upshur County Circuit court had issued the capias arrest warrant for felony conspiracy, the report states.

When the deputies entered the room to make the arrest, Canter was reportedly in bed with no clothes on and told the officers she needed to get dressed prior to being transported to jail, the complaint states. Deputies closed the door and stood outside in the hallway, waiting for her to get dressed. Canter allegedly locked the door and a couple minutes later, the deputies heard loud noises coming from inside the room and determined they were the window and other nearby items breaking.

According to the report, Bender forced entry into the room while Coffman ran outside. Coffman soon allegedly spotted Canter running, so he chased her into the yard, where he apprehended her near the back of the garage.

Upshur County Magistrate Mark Davis set bail at $1,500 cash or surety, and as of Monday evening, Canter remained incarcerated at Tygart Valley Regional Jail, according to the West Virginia Regional Jail Authority’s website.

The penalty for a conviction of fleeing from an officer on foot is confinement in jail for up to one year, a fine between $50-$500 or both.
