Just one company bids on county roof replacement project

BUCKHANNON – The Upshur County Commission approved a bid proposal for the former jail facility roof and gutter replacement project and announced the two winners of the James W. Curry scholarship at their meeting Thursday.

Assistant county administrator Tabatha Perry said just one company submitted two bids for the roof project.

“We advertised the project in The Record Delta, The Inner Mountain, the Charleston Gazette, online via the Blue Book construction network, and we emailed the invitation for bids to approximately eight different companies,” Perry said. “The two bids are from Shield Roofing and Construction LLC. Their company addresses is out of Ohio, however they have an office here in Morgantown, West Virginia.”

Perry said both bids featured all the required documents and met the specified standards.

“The first bid is an amount of $60,957.07,” Perry said. “That quote includes IKO Crowne Slate shingles. The second is in the amount of $68,733.71. That quote includes CertainTeed Highland Slate shingles, which have been hard to obtain.”

Perry explained that the commission received state grant funding, so it is required to accept the lowest bid that meets the requirements.

“That’s why I went through every single specification,” she said. “Both of them meet the specifications with regards to fire resistance, wind resistance and the lifetime warranty. You can accept the lowest bid, or you can put the project back out and see if you receive more bids.”

Commissioner Sam Nolte made the motion to approve the low bid at $60,957.

The Upshur County Commission also approved the two selected candidates for the James W. Curry scholarship.

“If you recall last year, we decided to send the applicants to the James W. Curry Advisory Board for review,” county administrator Carrie Wallace told the commission. “They have met and reviewed the scholarships in the same manner that you have always done. The provided the applications to us, redacted, and after the review, there were two individuals with the most votes… Those winners would be Laikelyn Leggett and Autumn Cutright.”

The commission also approved correspondence from Craig D. Presar on behalf of the Upshur County 4-H Leaders Association, requesting use of the parking area in front of the Maintenance Building (40 Chancery Street) for the annual steak sandwich fundraiser during the Strawberry Festival. A Certificate of Insurance has been provided.
